Any idea what action this rifle is built on?

Probably their own. From what I see in the exploded view, it is a push feed with a M70 type three position safety. Those Lazzeroni cartridges are some very potent offerings which further makes me believe that any company working that far outside the squares of offering standard cartridges, would not be offering a standard action either.

There was a long discussion of this a while back. The company had a special run of Savage 110s made up in these cartridges that they sold at a price much reduced from their finer finished rifles. It was a standard 110 action with standard parts used. I suspect most modern bolt actions would stand up just fine just as Weatherby originally used standard Mauser actions for his cartridges.

i am certain that they arent putting a savage action on a $5000 rifle... I'm guessing its a nesika or similar custom action....

No, the Lazzeroni Savages looked like Savages and sold for about a $1,000. My post on strength was addressing the comment about actions and strength. My understanding is the limitations of brass are such that is likely to fail long before most actions.
If you would like to view one of the Savages there is one on aution at Gunbroker.com. A search under Lazzeroni should produce it for you.
