View Full Version : Shipping a rifle to Indiana

I have someone in Indiana who wants to buy a rifle from me.
I told them to get me an FFL to receive it. They did.

Now they tell me I have to ship it from an FFL, as well, because of Indiana state law. How can state law override federal law on interstate commerce?

Anyone here from Indiana that can separate myth from reality there?

I'm from Indiana and I don't believe you need to ship from a FFL.

I've shipped rifles to Winchester and Savage before for repairs and they sent them right back to my home.

and I've bought weapons on gunbroker and they didn't use and FFL to ship either.

I can find no new law.

A Non-FFL can ship a rifle or shotgun, via US Mail or common carrier (Fed Ex or UPS) to an FFL, back to the factory, or gunsmith, or out of state (to yourself). Or ship a rifle to another non-prohibited person within your state.

A Non-FFL can also ship a pistol via common carrier to an FFL, back to the factory, or gunsmith, or out of state (to yourself). Or ship a pistol (via common carrier) to another non-prohibited person within your state.


The common carriers make the rules on how they want it shipped (overnight, same day or whatever), cause they can't trust their employees.

*THINGS MAY HAVE CHANGED* Some UPS employees THINK that the additional tariff rule ONLY allows shipping by authorized lic. to authorized lic. But read it carefully, it DOES allow for a non-FFL to ship to a FFL holder, back to the factory, or gunsmith. A lot of folks use Fed Ex cause, UPS has some ”problem employees,” that have a difficult time reading their own rules.

I looked all through the Indiana state laws today online for an hour, then called 2 dealers, both of whom said I can ship directly to them.

This buyer's gun store says he will only accept it from another FFL.
I guess he doesn't want to give me his FFL number, but I already looked that up on the ATF web site.

I guess I should tell the buyer he is going to have to pay the extra handling charges on my end if he wants it done this way.
