Is there a way to convert spent Berdan brass to boxer brass?

Yes, and it's not worth the effort. Sell it for brass and get some boxer. Even re-priming as Berdan is not even worth the effort. The only reason to do so is for a round that does not exist in Boxer or that can't be made from Boxer brass. Then you might be better off finding some ammo somewhere.
